Hugues was a student of Fernand Cormon and Henri Royer. His art was dedicated entirely to painting, mostly pastels, as a French Impressionist. Hugues was known almost exclusively for his interiors. Indeed, he painted precious few portraits or scenes that included human subjects or any type of living or animate objects. He exhibited his work at both the Salon des Artistes Français, in Paris and the Salon des Tuileries which was held in different venues throughout the city. He became secretary of the Salon des Artistes Français in 1923. It wasn’t until 1925 that he started exhibiting his art at the Salon des Tuileries . Throughout his career, he was active in many other artistic organizations.
